Commerce Clean Energy Fund: Research, Development & Demonstration (RD&D) Program RFP

About this program

Washington State Department of Commerce’s Clean Energy Fund is soliciting proposals under its Research, Development and Demonstration (RD&D) Program to award approximately $10 million in Climate Commitment Act funding for strategic RD&D of new and emerging clean energy technologies that support the 2021 State Energy Strategy. Projects must be at Technology Readiness Levels 4–7 and fall within eligible categories such as advanced bioenergy/biofuels/biorefining, advanced energy storage and battery recycling/technologies, greenhouse gas removal and carbon capture, or flexible load integration and grid modernization. Eligible applicants include Washington-based for‑profit and nonprofit entities, local governments, research institutions, federally recognized tribes, higher education institutions, national labs and state agencies; out‑of‑state organizations may qualify if they provide clear benefit to Washington and have a significant in‑state presence. A virtual applicant conference is July 13, 2026 (2 p.m.), applications are due September 3, 2026 (4 p.m.), notifications are anticipated October 23, 2026, and questions can be sent to EPICGrants@commerce.wa.gov.
