About this program

The Virginia Tobacco Region Revitalization Commission’s Economic Development Workforce Housing Incentive Pilot Program provides $3.6 million in FY26 funding to expand workforce housing and support major economic development projects in the Tobacco Region. Awards of up to $1 million, or $50,000 per unit, may support site development, infrastructure, or construction for rental or for-sale housing and require a minimum three-to-one match. Political subdivisions must apply on behalf of a for-profit or nonprofit housing developer, demonstrate a connection to an economic development project and a local workforce housing plan, and target middle-income households generally earning 80–150% of area median income. Applications are accepted on a rolling basis, beginning with a required pre-application, and must document housing demand, affordability, and a funding gap through a completed project pro forma.
