Horizon Fellowship for Emerging Technology Policy

About this program

Horizon Institute for Public Service offers fully funded, policy-focused fellowships placing participants with executive branch agencies, congressional offices, national laboratories, or think tanks working on artificial intelligence, biotechnology, and other emerging technologies. Fellows receive training, mentorship, host-organization matching, competitive salaries, benefits-equivalent and professional development stipends, and placements of up to two years in the Washington, DC area.

Applicants must demonstrate relevant subject-matter expertise or interest, strong analytical, writing, communication, and collaboration skills, and eligibility to work in the United States without visa sponsorship. Applicants must be willing to relocate to Washington, DC; senior fellow candidates typically have at least 12 years of experience, while junior think tank candidates should be recent bachelor’s or master’s graduates. Applications for the 2027 cohort are due August 30, 2026.
