Local Airport Loan Program

About this program

The California Department of Transportation offers discretionary state loans through the Local Airport Loan Program to support public-use airport projects that enhance general aviation services, including hangars, terminals, utilities, fueling facilities, and eligible local shares of federal grants. Loans are generally repaid over up to 17 years, with amounts determined by project feasibility and the sponsor’s financial condition; matching funds are not required. Eligible applicants are public agencies operating airports that are open to the public, hold valid state permits, maintain operational control and appropriate height restrictions, obtain local government approval, and certify eligibility using Form DOA-0007. Applications are accepted on an ongoing basis.
