Manufacturing Assistance Program (MAP)

About this program

Hawaiʻi Technology Development Corporation (HTDC) administers the Manufacturing Assistance Program (MAP), funding Hawaiʻi-based manufacturers with up to 20% reimbursement on qualified expenses (maximum $100,000) to enhance productivity, competitiveness and growth; the Legislature allocated $1M for FY26 and award notifications are expected May 2026. Eligible applicants must be registered to do business in Hawaiʻi, current on State tax liabilities, compliant with Hawaiʻi Compliance Express, and have a manufacturing NAICS code beginning with 31, 32, or 33. Applicants must provide a Dun & Bradstreet (DUNS) number before funds are disbursed and agree to complete HTDC and INNOVATE Hawaiʻi/NIST surveys for five years and retain grant-funded purchases in Hawaiʻi for at least two years. Awards are scored on justification of qualified expenses, financial viability, growth potential and economic impact, with preference for first-time and neighbor island applicants.
