New York State Animal Population Control Program

The New York State Animal Population Control Program (APCP), administered by the ASPCA on behalf of the New York State Department of Agriculture and Markets, provides grants to support low-cost spay/neuter services for eligible pet owners. Funding is available for both direct and indirect providers, including surgery subsidies, infrastructure improvements, and administrative support. Eligible applicants include New York municipal or county animal shelters, animal control agencies, and New York-based 501(c)(3) non-profit animal welfare organizations, with specific requirements for 501(c)(3) entities outlined in the APCP Guidelines.
