About this program

The Pennsylvania Department of Community and Economic Development offers Pennsylvania First grants to promote business, industry, and commerce, increase investment and job creation, and strengthen the Commonwealth’s competitiveness in the global economy. Funding may support business expansion, market development, new business location, and employment restoration in communities affected by unemployment. Eligible applicants include businesses and other for-profit or nonprofit entities, municipalities, public agencies, municipal and development authorities, and local development districts. Applications are processed under the authority of Pennsylvania’s Commerce Law.
