About this program

The Pennsylvania Department of Community and Economic Development offers the PA SITES Construction Loan to provide gap financing for infrastructure and other improvements that make strategic sites more competitive for business relocation or expansion in Pennsylvania. Funding helps reduce development risks, timelines, and uncertain infrastructure costs. Eligible applicants include municipalities, economic development and redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations. Applicants must have all other project funding committed and will be competitively evaluated based on the amount and sources of non-state matching funds and their ability to complete the project.
