The New York State Department of Health AIDS Institute (Division of HIV and Hepatitis Health Care, Bureau of Community Support Services) will award up to $13,750,000 over five years ($2,750,000 annually) to fund comprehensive civil legal services for people living with HIV/AIDS, with individual awards up to $315,000/year for providers in New York City, Long Island and the Hudson Valley and up to $215,000/year for providers in Central NY, Finger Lakes, Northeastern NY and Western NY. Applicants must propose innovative, integrated services that address social determinants of health and prioritize disproportionately impacted populations (e.g., BIPOC), covering issues such as benefits, housing, employment, health care and family law, and are expected to demonstrate collaborative partnerships with community-based organizations, law schools, medical providers and federally qualified health centers. Applications are due June 11, 2026 by 4:00 PM (ET); a Letter of Intent is not required, questions are due May 11, 2026 by 4:00 PM at BCSS.RFA@health.ny.gov (answers posted ~May 27, 2026), and awards are anticipated to begin September 1, 2026 with an initial 60-month contract.
