About this program

The California Department of Housing and Community Development offers the Permanent Local Housing Allocation (PLHA) program, providing $335 million in funding to eligible Local Governments for housing-related projects addressing local unmet housing needs. Supported activities include affordable housing development, acquisition, rehabilitation, homelessness assistance, accessibility modifications, and homeownership programs. Applicants must be Public Agencies, including Entitlement and Non-Entitlement Local Governments or Local/Regional Housing Trust Funds delegated by Local Governments, and comply with Housing First practices and program requirements as outlined in the 2022 PLHA NOFA.
