About this program

The California Department of Housing and Community Development offers $296 million through the 2023 Permanent Local Housing Allocation (PLHA) Notice of Funding Availability to support local housing needs. Eligible activities include affordable and workforce housing development, preservation and rehabilitation, homelessness assistance, supportive housing, accessibility modifications, homeownership programs, and housing trust fund contributions. Applicants must be California entitlement or non-entitlement local governments, or Local or Regional Housing Trust Funds delegated by an eligible local government; eligible applicants are identified in Appendix A of the NOFA. Awards may support projects for up to five years, with no matching funds required, and applications are due June 30, 2027.
