About this program

The California Department of Housing and Community Development offers Permanent Local Housing Allocation (PLHA) funding to support local housing needs through affordable and workforce housing, homelessness assistance, homeownership, accessibility improvements, housing preservation, and related local or regional housing initiatives. Eligible activities include housing development and rehabilitation, rental and down-payment assistance, supportive housing, emergency shelters, and matching contributions to housing trust funds. Eligible applicants are California entitlement or non-entitlement local governments, or local and regional housing trust funds delegated by a local government. Applications are accepted through February 28, 2027; matching funds are not required, and awards are provided through advances and reimbursements subject to program conditions.
