Social Impact Funds (Pre-Seed Builder Fund and Inclusion Fund)

About this program

TEDCO’s Social Impact Funds — including the Pre-Seed Builder Fund and the Inclusion Fund — provide early-stage capital and hands-on support to Maryland technology startups led by economically underserved founders to bridge the gap between pre-seed and seed financing. The Builder Fund typically invests $100,000 via convertible notes (Social Impact Funds can deploy up to $750,000) and offers executive support, mentorship, and networking resources. Builder Fund applicants must have a principal place of business in Maryland, at least one full-time employee, over 50% of the workforce based in Maryland, and no less than 50% of founders demonstrating economic disadvantage. Inclusion Fund applicants must have at least one full-time employee, agree to receive executive support, have at least 30% ownership by socially/economically disadvantaged individual(s) who will control and manage the company for at least one year after investment, and all applications must be submitted online through TEDCO’s portal.
