About this program
The California State Treasurer’s Office, through the California Health Facilities Financing Authority, provides access to low-interest capital through tax-exempt and taxable revenue bonds for health facility projects. Financing may support construction, renovation, land or facility acquisition, equipment, refinancing, working capital, and related issuance costs, with loan amounts of $1 to $5 billion and maturities typically up to 40 years. Eligible applicants must be California health facilities operated by nonprofit 501(c)(3) organizations or public entities, have operated for at least three years providing the same services, and demonstrate fiscal soundness and repayment capacity. Applications are accepted on an ongoing basis, and applicants must submit audited financial statements for the three most recent fiscal years.
