Clean Water State Revolving Fund (CWSRF) Program

About this program

The State Water Resources Control Board’s Clean Water State Revolving Fund Program provides financing for eligible projects that restore and maintain water quality, including wastewater treatment, sewer infrastructure, water reclamation, stormwater treatment, and nonpoint-source pollution control. Loans offer terms of up to 30 years at one-half the most recent General Obligation Bond rate, with potential grants or principal forgiveness for qualifying small disadvantaged communities. Eligible applicants include public agencies, state agencies, tribal governments or organizations, Section 208 management agencies, 501(c)(3) organizations, and National Estuary Programs. Applications are accepted on an ongoing basis, and projects must meet annual Intended Use Plan and program eligibility requirements; no matching funds are required.
