Constructive Dissent Awards

About this program

The American Foreign Service Association (AFSA) sponsors the annual Constructive Dissent Awards to recognize and encourage initiative, integrity, intellectual courage and constructive dissent among U.S. Foreign Service personnel. Four awards—for Foreign Service Specialist, entry‑level (FS7–FS4), mid‑level (FS3–FS1) and Senior Foreign Service (FE OC–FE CA)—are presented at the annual ceremony; each recipient receives a trophy and $4,000. Nominations must be submitted via AFSA’s Community Force portal (no self‑nominations; spouses/partners/significant others may not nominate), include nominee and nominator details plus a justification narrative (up to 700 words), and actions cited should generally have occurred within the past four years; group nominations are permitted. Eligible nominees are career or career‑conditional Foreign Service members of foreign affairs agencies (e.g., State, USAID, FCS, FAS, APHIS, USAGM); non‑career appointees and current AFSA Board members (for activities while serving) are ineligible; nominations are due by 13 April 2026 (questions: awards@afsa.org or member@afsa.org).
