Political subdivisions of the Commonwealth, representing housing developers, are eligible to apply. Funds must be matched at a 3:1 ratio, and the maximum incentive is $35,000 per unit, supporting site development, infrastructure, or construction costs. Applications are accepted continuously, with a focus on projects linked to economic development, targeting middle-income households, and involving employer and locality participation.
