About this program
California Infrastructure and Economic Development Bank (IBank) offers low-cost, fixed-rate Infrastructure State Revolving Fund loans of $1 million to $65 million for public infrastructure and economic expansion projects, including water, wastewater, transportation, public safety, environmental, parks, and utility improvements. Loans may cover eligible construction, acquisition, equipment, professional services, working capital, and related financing costs, with terms extending up to 30 years; applications are accepted continuously on a first-come, first-served basis. Eligible applicants include California cities, counties, special districts, joint powers authorities, other local government subdivisions, and qualifying nonprofit corporations sponsored by public agencies. Projects must serve public infrastructure or community and economic development purposes, and repayment must come from acceptable recurring revenues such as enterprise, general fund, assessment, or special-tax revenues.
