About this program
The California Department of Toxic Substances Control (DTSC) offers Investigating Site Contamination Program loans of $1 to $100,000 to finance preliminary endangerment assessments for brownfields and underutilized urban properties in California. Eligible applicants include public agencies, private businesses, individuals, nonprofit organizations, property owners, developers, community groups, and local governments; up to 75% of the loan may be waived if redevelopment is found economically infeasible. Applicants must have no specified hazardous-materials-related criminal convictions or relevant violations of federal, state, or local agency orders, and no matching funds are required. Applications are accepted on an ongoing basis.
