CalRecycle administers the Recycling Market Development Zone Revolving Loan Program to provide financing for California-based recycling businesses that prevent, reduce, or recycle recovered materials through value-added processing or manufacturing. The program supports business development, job creation, and landfill diversion, with funding available on an ongoing basis from the State Revolving Loan Fund and no matching requirement. Eligible applicants include private for-profit entities, nonprofits other than private schools, and local government entities; projects must be located in California, preferably within a designated Recycling Market Development Zone.
