Water Recycling Funding Program (WRFP) – Construction Grant

About this program

The California State Water Resources Control Board’s Water Recycling Funding Program provides construction grants to support recycled water treatment, storage, pumping, groundwater recharge, and distribution projects that augment or offset fresh water supplies. Grants cover up to 35% of reasonable eligible construction costs, with awards generally ranging from $250,000 to $5 million and a three-year performance period. Eligible applicants include nonprofits, public agencies, tribal governments, and potentially CPUC-regulated private utilities; projects must follow Clean Water State Revolving Fund policies and priority scoring requirements. A 50% local cost share is required for projects funded through Proposition 1 or Proposition 68, although reductions may be available for disadvantaged or economically distressed communities.
