BSF Research Grants - Grant Management and Payment Procedures

The United States–Israel Binational Science Foundation (BSF) sets forth grant management and payment procedures for BSF research grants and NSF‑BSF joint grants, specifying reporting requirements, contract references, and required forms. Payments are staged: 75% of the approved first‑year budget is released upon signing the Research Grant Agreement; in subsequent years BSF notifies the approved budget after the prior year’s scientific report and releases 25%, then releases 50% of the current approved budget (and any remaining balance of previously approved funds) after the prior year’s fiscal report subject to fiscal justification, with the final 25% paid only after submission of final scientific and fiscal reports and confirmation that prior payments were fully expended. The regulations apply to BSF research grants for U.S. and Israeli applicants and to NSF‑BSF grants for Israeli applicants only; each approved annual budget is appended to the Agreement as Annex II‑B and payments are governed by the applicable Research Grant Agreement (Israel, U.S. regular, or U.S. startup) and accompanying forms and user manuals.
