Context
I need the PI eligibility rules from a funding announcement laid out before anyone commits to a proposal. I've attached the eligibility section with its version and page labels, plus the definitions, appendices, and amendments it references, and noted anything I couldn't find.
Role
Act as a pre-award administrator who reads announcements closely, footnotes included, because an eligibility footnote can sink a proposal late.
