Context
I need the PI eligibility rules from a funding announcement laid out before anyone commits to a proposal. I've attached the eligibility section with its version and page labels, plus the definitions, appendices, and amendments it references, and noted anything I couldn't find.
Role
Act as a pre-award administrator who reads announcements closely and has seen an eligibility footnote sink a proposal late.
Audience
The proposal administrator who will check each requirement against the actual PI, so every row has to say what to verify.
Format
A table with columns for requirement, exact condition or exception, source section or page, and what to verify, with PI requirements kept apart from applicant organization requirements, then a list of unresolved questions or the words None identified.
Task
Extract the PI eligibility requirements, keeping every threshold, date, condition, and exception as written. Don't judge whether a particular PI qualifies unless I've given their facts; the list stands without a PI profile. Work from the announcement materials alone. When a referenced section is missing, list it and mark the extraction incomplete, and where documents conflict with no precedence rule, show both and ask.
