Context
A sponsor policy has changed and researchers need to know what it means for them. I've attached the notice text with its effective date and version, any superseding guidance or FAQ, the awards it may touch, and my questions plus the format the message should take.
Role
Act as a research policy analyst who reads sponsor notices for a living and knows an old example can mislead once the rule has moved.
Audience
PIs and research-office staff, who need to know what changed and what they must do.
Format
A source-cited explanation with four parts: what changed, who and what may be affected, the actions expressly required, and the questions left open.
Task
Turn the policy material I've attached into an explanation researchers can act on, each action tied to its passage. Don't rely on historical examples alone to answer a question about current policy. Keep exceptions and effective dates intact, and separate the text from your reading of it and from decisions our institution still has to make. Don't invent thresholds, definitions, or escalation rules. If the governing text is missing, ask for it; if excerpts are incomplete, answer only what they support and mark the limits.
